feat(portal): automate Carleton room booking

What is the problem at hand?

Clubs at Carleton need to hold in-person meetings on campus, but this can be difficult, rooms get booked, people forget to book rooms, etc.

What is the Solution?

Option 1: Playwright Script

• An automated playwright script to fill out the form.
• This script can take in certain params (days of week, preferred room, second choice, etc.)
• It can be on our portal so that it is accessible to other clubs to use
• This can be on our portal and we can provide them with the infra needed to set this up as a cron job to automate this process
