Upgrade the package to support the latest lstchain version, now works up to version 0.10.6

right now with the requirement 'lstchain~=0.10.6', it will install the latest 0.10.x version available (<0.11). I think we can safely use any of the minor 0.10.x releases. Maybe the only thing is that to use Gammapy 1.2 the DL3 files need to contain some extra metadata information about the instrument that we introduced in one of the latest lstchain releases
