Allow remote install of utils

Or whatever. If the preferred use is to clone / fork this repo and then make a custom notebook so be it, but I'd like to install with e.g. python -m pip install -e "git+ssh://git@github.com/csp-inc/data-ingestion#egg=pkg&subdirectory=utils" so I can use the utils stuff. Right now I think all it needs is a setup.py file (can make a PR along these lines) but maybe @ohiat has another workflow in mind?
