Explain how MsgPayPacketFee and MsgPayPacketFeeAsync work.
Explain how fees are distributed:
- In case receive and ack messages are relayed.
- In case timeout message is relayed.
Explain how fee module could end up in the locked state.
Explain that the optional list of relayers permitted to the receive fees is not used at the moment.
