Other commit types should bump up the PATCH version #89

I kinda disagree with this:
Other commit types have no implicit effect in semantic versioning because if I add a new commit to my project, and I want to release, it should bump up the PATCH version (if it doesn't contain a breaking change).

mmm I copied from the specs but is not there anymore...

Maybe it was I an older version?
