We have a recipe which downloads binaries from the Spotify open source page and builds the CEF wrapper

However, since we are lacking active macOS developer, this only works for Windows & Linux right now. Contributions would be highly appreciated.

Building CEF from the ground up would AFAIK take enormous resources, so at least with free CI plans there is no way to do this.
