Requirements
A RELEASING.md markdown file should be linked in the README.md that includes a step by step guide into how to release a new version of CoMPAS Open SCD with the latest version of Open SCD

A quick guide is enough; Screenshots could help here. The current way of OpenSCD-CoMPAS-Openscd will be removed later anyway.
