Add filter capability open project dialog

Is your feature request related to a problem? Please describe.
The list of potential files - say *.scd files can become very long very quick. We would like to filter for all the files in the database.

Describe the solution you'd like
Add a search field on to of the list that allow to filter for the file name and labels assigned with it

Requirements

• allow searching for file name
• allow searching for user-defined tags (e.g. production, application-field, service-area ...)

When all labels are being selected, we also will be showing the SCL Files without labels, otherwise these will always being filtered out.
