Package bootstrap as an action that can be run in a Azure DevOps pipeline #71

Would want to be able to run the bootstrap cli as an action from an Azure DevOps pipeline. Similar to how the GH action of deploying cognite functions like this have been translated for DevOps; https://github.com/cognitedata/functions-deploy-azure-pipelines/blob/main/azure-pipelines.yaml#L15

Thank you for opening the issue.
I found transformations-cli having support for azure-pipelines.

So implementing this is possible, and I will target it after the next big release #68 to version v3, which hopefully gets out in May'23
