ui: provide permalinks to pages relying on time range like statement fingerprint pages

Is your feature request related to a problem? Please describe.
Today we can't load a specific statement fingerprint details in db console via a link since the page relies on the selected time range, which is only stored in redux / session storage and not in the URL.

Describe the solution you'd like
For pages showing data from the global redux time range, provide a permalink that encodes the time range into the URL. Pages like statement fingerprint details should parse the date from the URL if provided.
