"Manage Roles By Username" icon isn't obviously the right place to add users to a space #4590

Detailed Description

As a Space Manager, I need to add other users to my space. To do that, I need to find a very generic icon that shows two silhouettes and has the tooltip "Manage Roles By Username". I would like this action to be more discoverable.

Context

Twice in one week, new space/organization administrators have asked how they can add users to their space/organization. These users had to be pointed to documentation that described where on the "Users" page to click for adding new users.

Possible Implementation

Styling the "button" as a high-emphasis clickable action, similar to https://material.io/components/buttons#contained-button is one possible change. Another similar change would be to add a "+" to the icon to make it clearer that it can be used for adding users.

Hi @neilmb , thanks for raising this issue. This should be straightforward to fix, we'll look to address it in 4.2 due around the end of October.
