Cell metrics fail to show in newer CFs #4008

Metric used to gather cell data has been deprecated. Need to change firehose_value_metric_rep_unhealthy_cell to firehose_value_metric_rep_garden_health_check_failed

firehose_value_metric_rep_unhealthy_cell has been changed to 
firehose_value_metric_rep_garden_health_check_failed which breaks any Grafana dashboards 
using the depricated metric like CF: Cell Summary or CF:KPIs.
