remote debuing stop working at 131

To Reproduce
Steps to reproduce the behavior:

1. run cefclient.exe --remote-debugging-port=9222 --remote-allow-origins=*
2. open Chrome browser at localhost:9222

Expected behavior
should be able to open views devtools from chrome
