Tooltips are cut

Hi,
I didn't find similar issue in issue list so I decided to create new one.
The problem is that when the tooltip goes outside of the canvas it is just "cut". Look at the screenshot below.

Is it expected behavior? I know that from one point is is expected since tooltips are drawn on canvas but maybe it should not work like this. Maybe tooltips shouldn't be drawn inside the chart?

I'll appreciate any thoughts and suggestions.

Closing as duplicate of #1731 since it's the same issue.

At the moment this behaviour is as expected. One solution is to use an html tooltip rather than one drawn on the canvas
