Setting min and max values on yAxes? #1767

Is there a way to setting min and max value? suggestedMin and suggestedMax isn't really doing it for me.

I'm doing a popularity chart for products, and as you can see on the two charts it's just confusing when they're showing different values on the y axes.

With my quick fix implementing max and min settings it looks a lot more like I want. (if interesting I could try fixing it more completely and send a PR.)
