Enable the "with_timestamp" Broker configuration option

Centreon Broker allows users to disable or enable timestamp logging in each log line. The global configuration option is called "with_timestamp" and can either be set to 0 or 1.

My bad, the option is not named "with_timestamp" but "log_timestamp", which is much more meaningful.
