Helpers > publisher mapping file #4

Currently, this helper file is manually maintained, as we have to add Signatory and Other metadata

Proposal - use the CKAN API to generate the publisher ID and name - and then (if needed) transform into the helper csv.

At a later stage, we may also want to add a further metadata field into this (currently not available in CKAN)
