There's already this PR #145 waiting for merging which will kick a build and make the image available.
In the meantime you can build this image by yourself using the Dockerfile of this PR (this is what I did here https://hub.docker.com/repository/docker/altdsoy/elixir)

A bit offtopic question, but where can I find these ELIXIR_DOWNLOAD_SHA256 and similarly OTP_DOWNLOAD_SHA256

On elixir release page I only see SHA1 and SHA512 checksums for Precompiled.zip https://github.com/elixir-lang/elixir/releases/tag/v1.10.4
