Possibility to edit ongoing chats

AS A CSA
I WANT to edit my text that I've already sent out in the ongoing chat
SO THAT I could fix my writing

Acceptance Criteria

• Can edit already sent text in the ongoing chat under Vestlused->Aktiivsed
• Only the user, who is currently having the chat, can edit it
• When clicking on the CSA text clickable edit "Muuda vastust" tooltip button appears and allows to change the text
• Change history is not stored
• On/Off button to turn the feature on or off in the admin view under Haldus->Vestlusrobot->Seaded
• On/Off button is called Editing active chats "Aktiivsete vestluste muutmine"
