We have an internal google doc written by Shirlee that, honestly is quite generalizable and would be better if it were public. We should convert it to reStruturedText and place in docs/ncbi_submission.rst in this repository. May need relatively minor updates from snakemake to WDL. Does not have any documentation about SRA submission, but honestly that's much easier and we could add a de novo section of text afterwards.
