Problems with the UrlBar input

Describe the issue you encountered:

Sometimes the URL bar can become in state in which you have text in it, but hitting an enter key will only refresh the current page you are on instead of going to the entered address (despite the fact that UrlBar have focus!)

Expected behavior:

Hitting enter key should go to the destination typed in the UrlBar

• Brave Version: 0.12.8

• Steps to reproduce:
