Flash not recognized on Google Presentation

Describe the issue you encountered:
Add screenshot doesn't allow to enable flash.

Expected behavior:
Should enable flash and user should be able to take a screenshot using camera

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Windows 10 x64
• Brave Version:
  0.11.4 RC2
• Steps to reproduce:
  1. Open Google presentation
  2. Click on insert Image
  3. Select Take a Snapshot option.
  4. Flash plugin is not enabled. Clicking on here doesn't enable Allow Flash prompt. Nor does it open Adobe flash page.

Console error

page_embed_script.js looks like the root cause which is not loaded. Similar issue with the missing script on issue 2343

Works fine on Chrome/FF
