Videos play only when Shields is disabled at page level

Describe the issue you encountered:
Videos on sports websites such as Foxsports.com, NBCSports.com, ESPFC.com
Foxsports doesn't play any videos even when Shields turned off
NBCSports plays video only when Shields turned off. When Shields is on and Ad/Tracker, FP Protection, Block Scripts turned off videos don't load.
ESPNFC videos embedded within an article doesn't play even when FP protection is disabled. (Intermittent issue specific to this website. Some videos play some doesn't)

Expected behavior:
Video playback should support on all websites
