it's not related to the web renderer itself, but the UI. on Windows if you hold ctrl and scroll over (let's say the refresh button) the interface, it will change the GUI elements zoom level. |
just to complement, the behavior is the same on my linux desktop version 0.19.123 my windows pc is at: 0.20.30 |
This sounds like the issue logged here #12764 or #10201. That is a known bug Ctrl+ mouse scroll causes either Zoom in/out. @andreanidouglas could you confirm this is exactly what you see? |

actually no, I haven't tested this in some time. but the UI was scaled as a scroll the mouse with ctrl over them, not the web page |
For the desktop browser, it needs a visual element to report which level of zoom is selected
