Original issue description

Description

There's a bug most likely with sites split causing new tab top site tiles to not show up.

Steps to Reproduce

  1. Clean profile
  2. Go to a unique url

Actual result:
New tab never changes from the default tiles.

Expected result:
Visited site should show up

Reproduces how often: [What percentage of the time does it reproduce?]
