The title says it all: "Tabs don't load on opening a window with setting to open tabs from where I left off" and the screen recording illustrates this:

  1. Close Brave if already open with tabs open and the tabs set to open from where I left off.
  2. Open Brave.
  3. The tabs show from where I left off, however I have to hover over the tab for it to load.

• Actual result:
  Tabs don't automatically load when opening a window.

• Expected result:
  Tabs should load.

• Will the steps above reproduce in a fresh profile? If not what other info can be added?
  As mentioned, you need to set to open tabs from where I left off.

I think this should be the way it is. Lazy loading open tabs saves internet bandwidth for me.

Maybe have an option then to either set it by default to open tabs automatically or have to hover over (depending on popular preference, maybe do a poll). ¿Por qué no los dos?
