Description

Cross posting from brave/browser-laptop#14542

Steps to Reproduce

  1. Open new tab
  2. Hover over shortcuts on bottom right, icons get camouflaged on several new tab images

Actual result:

New icons get camouflaged on several new tab images

Expected result:

Icons should not get camouflaged when mouse over

Reproduces how often:

100%

Brave version (about:brave info)

Release and packaged build
