[Follow up to #40782] Translate button is not shown sometimes when Reader-mode is ON or OFF

Description

Follow-up to #40782.

Steps to reproduce

1. Launch Brave
2. Go to https://wikipedia.org > Select any language which is not set as OS level language
3. Confirm that the Translate button is shown
4. Tap the Reader-mode button > Tap Refresh button > Observe

OR

1. Launch Brave
2. Go to https://wikipedia.org > Select any language which is not set as OS level language
3. Confirm that the Translate button is shown
4. Tap the Reader-mode button > Turn off Reader-mode > Observe

Actual result

The Translate button is not shown sometimes when Reader-mode is ON or OFF.
