[Wallet] Allow reordering networks

Description

Currently, one cannot re-order networks in the network switcher or network configuration. I suggest adding a handlebar on the left-hand side of the network configuration menu that allows users to drag and drop networks.

Does #20516 help in terms of selecting from a list. not exactly an ordering feature but allows you to select from the list to use
