Steps to Reproduce

• Install 1.42.85
• open brave://settings/help
• open NTP and import bookmarks from bookmarks bar
• brave://settings/importData opens to same tab as existing brave://settings/help
• brave://settings/importData url changes to brave://settings/people after import
• close and relaunch the browser
• open existing brave://settings/people tab

Actual result:

blank page loaded for brave://settings/people

Expected result:

Page should not be blank
