Similar to tipping support for GitHub, #5040.

Discourse is the most modern and popular forum software for many communities, esp. open-source projects. It also powers https://community.brave.com.

Many Discourse users do a thankless job of helping others on support forums, and it would be really nice to be able to easily tip them, especially given that Discourse does not have a tipping mechanism, or a working crypto plugin.
