Estimated rewards upon launch shows as 0.000BAT

Description

Brave rewards does not show estimated pending rewards for the month on first tab upon launch, but only shows it on opening a new tab

Steps to Reproduce

1. First tab on launching browser shows estimated rewards as zero
2. Upon opening a new tab, the actual estimated pending rewards are shown

Actual result:

Estimated rewards shown as 0.000 BAT

Expected result:

Actual estimated rewards in BAT

Reproduces how often:

intermittent issue

Miscellaneous Information:

might have something to do with the data fetching from server upon launch either failing or executing incorrectly on client side? not sure, should examine

Ran into this a few times while running through #14447 and noticed that launching Brave and visiting brave://newtab pretty quickly will display 0.000 for estimated earnings. After waiting a few seconds and restarting, the balance is restored. Cases:

• user has brave://newtab as the active tab when restarting/launching Brave
• opens brave://newtab quickly after relaunching Brave

@bsclifton @rebron should probably fix this as it might worry users who might think they're earnings have disappeared. CCing @LaurenWags.

Reproduced the issue on Win 10 x64 using the following builds:
