Auto contribute silently fails to complete every month on 3 separate devices

Description

Auto-contribute fails to complete almost every month. In the Contributions tab in brave://rewards-internals, you can see some sites getting BAT, and other sites getting 0 BAT. Every contribution gets stuck at the Prepare step and the retry count keeps going up. Because they never complete, auto-contributions also never show up in the Monthly statements, making it seem like BAT is just disappearing into thin air. I have an autocontribution from October of last year that's still retrying. Support staff tell me that the BAT in "limbo" will eventually be returned to me, but that doesn't seem to be the case as these contributions never finish and just keep retrying.

Another issue here is that when you tally up the BAT amounts for each site, it exceeds the total available BAT being contributed, which doesn't make sense.

Steps to Reproduce

1. Use Brave Rewards normally, I don't know how else to put it. I've done no changes besides enabling Rewards and changing the ad-rate to 5 Ads per Hour. This happens on 2 Windows machines and one Pixel 5 device.

1. Auto-contributions should complete their donations or terminate and return unused BAT after 90 days like it says in the support FAQs
2. Partial auto-contributions should still show up in the monthly statements
3. The amount that you get when you tally up the individual BAT contributions for each site should EQUAL the total BAT being contributed, not EXCEED it!

Every month this issue happens on 3 of my devices.
