Description

Mixed content that could be upgraded using HTTPS Everywhere is blocked instead.

Steps to Reproduce

  1. Open the Network tab of the devtools.
  2. Visit https://pirilampo.org/

Actual result:

The stylesheet (http://fonts.gstatic.com/s/rocksalt/v10/MwQ0bhv11fWD6QsAVOZrt0M_.ttf) gets blocked even though visiting it directly would get it upgraded automatically.

Expected result:

We should run HTTPS Everywhere upgrades before the mixed content blocker.

Reproduces how often:

Always.

Brave version (brave://version info)

Brave | 1.11.66 Chromium: 83.0.4103.97 (Official Build) beta (64-bit)
