'Readme.md': move the description of the API do the documentation

Description of the functions is here, but could be moved to the documentation.

the documentation exists but needs to be run with LateX : suggestion to add an online documentation, directly accessible (ex. readthedocs), and add the link to the documentation in the Readme.
