Cope with hanging modules

Is your feature request related to a problem? Please describe.
If a speech synthesis hangs (because of some odd characters for instance, see #857), speech completely stops, and one has to kill speech-dispatcher

Describe the solution you'd like
speech-dispatcher should notice when a module is hung, and in that case kill&restart it.
