The possibility for a time zone identifier to return three possible time zones came up as a topic today when talking with the Temporal champions. Primarily in relation to the abstract operation DisambiguatePossibleEpochNanoseconds.
Initial consensus was that there is most likely not a preexisting time zone where this may be the case, but that's only without custom time zones. It also does not prevent some governing body from putting into place some EXTREMELY odd time zone involving a double transition of some point.
My inclination is to not support this at all, but thought I would post an issue to both track this and in case someone else had other thoughts.
