Removed `noquotes` option

Now loader never wraps its output in quotes. Historicallynoquotes
option was needed because other loaders (css-loader
, etc.) didn't treated input without quotes correctly. Now these loaders have been updated thus makingnoquotes
option obsolete.

Webpack 2. Removed support for url.dataUrlLimit configuration option
- Moved tests to webpack 2
- (breaking) Loader does not take into account
url.dataUrlLimit
configuration option (in any case, in webpack 2 you cannot specify it). If one wants to specify limit, he should do that by providinglimit
option to the loader. - Travis now tests on Node 4 and 6. We no longer test under Node 0.12.
