Initial value and after input, show both decimal places (even if .00)

I'm trying to get a masking option that keeps a decimal and 2 numbers after the decimal, no matter the value. So if the initial load is 89, it should show as 89.00. If the user enters 23, it should reformat to 23.00.

No currency symbol should show, either.
