Liquibase - Update jdk and liquibase roles so that it only refreshes the versions are out of date

The jdk role and LB download step accounts for a large percentage of the liquibase deployment run time. Most of the time it is exactly the same version as the previous run. Should modify the JDK role so that it checks the installed version and if it is the same as the version to be installed to bypass the role.
