TFRS balances are incorrect.

The portal seems to have not taken the original 2022 value (-10,158) and also credited the account the difference between the original and the supplemental report (+3164), resulting in an available balance of 13,322 when it should only be 3,164. This is a known bug in TFRS that has affected other reports as well.

The LCFS portal seems to be subtracting the original compliance report -10,158 as well as the supplemental report total debits of -6,994, resulting in -6,994 when the available balance should truly be 3,164.

TFRS balance: 13,322 (0)
10,158 in transfer received total
2022 report (-10,158)
Supplemental 1 (-6994 debit, +3164 change between reports)

LCFS Portal balance: -6,994 (0)
10,158 in transfer received total
