Retry Payment Option not available for Renew payment option.

Describe the bug in the current situation
When the user clicks on the Renew Name Request and by any chance if the payment doesn't go through then the status of the NR is in Pending payment state and the user has to click on the Renew Name Request again to complete payment.

Impact of this bug
Users whose payments didn't go through with Renew.

Steps to reproduce the behavior:

1. Go to 'https://dev.bcregistry.ca/namerequest/'
2. Search a Name Request with Renew Payment Option.
3. Try to make a payment that does not go through
4. See an error
