OPS - create balance and audit report data

Create a series of support items for operational balance and audit reporting

Description:

The is one of many to come items that are needed to ensure the distributed systems aren't getting out of sync, or that errors are get trapped via multiple reporting facets

1. create some views to support audit via the postgres resources we have in place (namex, fdw, etc)
2. start jupyter notebooks to track various items on system health wrt to record tracking
   2.1 queries on records created in NRO vs records created in NameX

• UX Approved
• PR Accepted
• Production burn in completed

First draft deployed. Will add the current state to the view when time allows.

Current state has been added to the dev view. If this ticket remains in New Issues after the sprint planning meeting, I will roll back the change in dev for consistency across environments.
