HOTFIX - NAME REQUEST UI - related to 18515 allowing intentional duplicate Names

We need to update error message to state something like this:

@yuisotozaki @janisrogers are you able to come up with wording for this error message to let client know that if they intentionally want to request a similiar name they need to try again after 2 minutes.

a) Why would anyone want to submit duplicate names or is our system considering close-enough things duplicates?
We used to allow duplicate name requests as long as it was for DBA. Name Request app would warn but let through and examiners would make sure that it was for DBA purposes. We have unintentionally blocked all duplicate name requests in a recent update.

b) Why does waiting 2 minutes make this go away?
This is to distinguish unintentional double submission and intentional duplicate submission.
In unintentional double submission scenario, user sees that payment is pending, and the user submits again to see if the submissions would complete. We want to block that.
We need a way to distinguish an intentional duplicate submission scenario. Without gathering further requirements and user scenarios, we cannot design a proper solution in a hot-fix.

The recommended solution to add a 2 minute block AND adding text to explain that duplicate submissions are allowed every 2 minutes will reenable the flow and prevent some of the unintentional double submissions.

Design Recommendation
Message for the modal window to be updated as follows:
"You have already created an identical name request. Please wait for the system to complete processing the submission. If you are requesting identical names for DBA purposes, please wait 2 minutes between each submission."
