Vue3 upgrade: vue-the-mask

Investigate/identify:

• whether we can use this library in Vue3
• what is missing to be able to use it (or when it will be available)
• alternate packages (or whether we can change our code as needed)
• what if we stop using this package altogether?

Notes:

• Viable alternative in package maska (https://www.npmjs.com/package/maska?activeTab=readme)
• Not required, but can define maska directive globally in main.ts for use throughout.
  
• create a mask config file to define each mask or define local mask.
