Re-test new OpenAPI viewer in BCDC PROD

UAT complete in PROD.

All specs using new viewer with the exception of WorkBC and Open511 which are intentionally set to use the old spec and old viewer.

Issue found:
2. BCGNWS - Editor showing error message

@BK01 I fixed the problem with the BCGNWS spec in the swagger-editor. Pull request is here:
