Remove the 'Developer Guide' external docs link and create a help button (question mark) to the right of the manage api button in the API console.

@BK01 I removed the 'Developer Guide' links from all the the API Specs, and I modified swagger-ui with a new 'API Key Help' button. I also added the new swagger-ui to the CKAN API Console plugin (bcgov/ckanext-openapiviewer#39).

@ll911 Can you redeploy the CKAN API Console plugin in CAD?
