This is a tracking issue for offering a migration solution for
--incompatible_disable_data_transition

This flag would turn "data" as a valid value for the "cfg" parameter to attribute definitions.

This is a duplicate of #6153

While this came first, that issue has more data. So I'm going to close this one.
