Implement token-less authentication

If we modify the action to pass the GITHUB_TOKEN and REPOSITORY_NAME to an endpoint in the API we could get a temporary for push code to the fleet.

This feature requires API to add this endpoint so we can't add it here yet. The fleet will have the repository name set so the API can verify the provided token works for a repository that the fleet is configured to trust.
