Error on step 27

Every time I try to run this docker container, there is an error on step 27. I cannot run npm ci --no-audit after setting the environment variable! I have tried it on 3 seperate systems, so I am assuming it happens to everyone

The output of the build error similar to this?

I didn't make it to step 28, it failed on step 27. I tried to use a prebuilt docker image, but it still didn't work. If anyone has a working image please let me know, or maybe it is something to do with my tv?
